So every time I walk past road construction in Brooklyn or Manhattan or Queens, I have generally been attributing it to The Stimulus. Apparently I'm wrong, though I think its more likely that the non-transparent accounting methods of New York, Kings, Queens, Bronx and Richmond counties are to blame for the fact that $0 of stimulus has gone to the five boroughs of New York.
